Forrest Morgan

Bio

Forrest E. Morgan has been a lecturer at the Carnegie Mellon University since 2017. In 2019 he retired from the RAND Corporation, where he had been a senior political scientist since 2003. At RAND he did strategy and doctrine research for the Air Force, Army, and other national defense clients and held a faculty appointment to the Pardee RAND Graduate School. Morgan’s work focused on deterrence, escalation management, crisis stability, military applications of artificial intelligence, and space operations, policy, and strategy.

Morgan joined RAND after retiring from a twenty-seven-year career in the US Air Force. His service there included duty as a signals intelligence analyst and as a space operations officer in various operations and staff positions. Toward the end of his Air Force career he served on the strategy and policy staff at Headquarters, US Air Force, Pentagon, and as professor of comparative military studies at the Air University School of Advanced Air and Space Studies (SAASS).

Education

Morgan received his PhD in policy studies from the University of Maryland.
